Association

Assessments
Assessments

All owners within Cinco Ranch Residential Association II, including the developer and builders, pay an annual base assessment to fund the Association’s operations and to maintain its facilities. The base assessment is set by the Board of Directors each year during the budgeting process. The 2014 assessment is $985 per lot.

The Protective Covenants also provide for some owners to pay additional service area assessments. Service area assessments are used to provide special services or private amenities to an area of Cinco Ranch Residential Association II. For example, the homes in sections 21, 22 and 50 will be in a gated area with private streets. Those owners will pay a service area assessment as well as the base assessment. In 2014, their extra fee is $315 per lot. There is another service area in sections 38 and 57 which they are provided insurance and minor maintenance to the exterior of their homes, their extra fee is $1,616.00 per lot for 2014. Service area for section 54 which is a gated area has a service area assessment of $300.00 for 2014. Service area for sections 63 and 64 which have a service area assessment of $340.00 for 2014. There is a service area assessment for Section 6 in Cinco Northwest which is a gated area that has a service area assessment of $300.00 for 2014. As well as section 71 a gated area that has a service area assessment of $315.00 for 2014.

The Association also has the ability to levy special assessments to cover expenses that are non-routine, unanticipated or in excess of those anticipated in the budget. Special assessments are unusual and require the approval of more than 50% of the Voting Delegates.

Finally, the Association has the ability to levy a specific assessment against a particular property owner. A specific assessment could be associated with costs incurred to bring a property into compliance with rules, costs of collection of delinquent assessments or any other expenses incurred by the Association on behalf of or through the actions of a particular owner.

Exterior Modification
Exterior Modification All exterior alterations or improvements to a property must be reviewed and approved in advance of construction by the Architectural Control Committee (ACC). Residents must submit a home improvement application describing the work to be performed. The ACC will review the request and render a decision within 30 days.  If it is not approved as submitted, the ACC may provide suggestions for making changes so it can be resubmitted for approval.

To complete your application, click on Ask. Request. Submit. There you will enter all of the information needed in order for the committee to make an informed decision.  Any applications dealing with the exterior appearance of the house (such as painting or roofing) must be accompanied with project details or the application might be disapproved for lack of information.  Also include a plat map or survey of the property that indicates the project in conjunction to the property lines and easements when applicable. Please note, all applications for swimming pools require a $1,000.00 deposit.  Applications for swimming pools will not be processed until receipt of the deposit.  Deposits should be mailed to  the southwest office at 3000 Wilcrest Drive, Suite 200, Houtson, Texas 77042.

The governing documents establish covenants, conditions and restrictions for use of all land within Cinco Ranch Southwest and create an organization to carry out the intent and vision of those documents.

Shortly after Newland Communities purchased the land for Cinco Ranch Southwest, they filed for public record the Protective Covenants for Cinco Ranch Southwest. This important document and its subsequent amendments, establish the overall “rules” for use of the land within the community. The original Charter covered the initial sections of Cinco Ranch Southwest. When additional sections are platted (i.e. detailed maps drawn up, approved by all authorities and filed for public record), a Supplement is filed to bring that section under the Protective Covenants and describe any unique requirements for that section. The Protective Covenants and its Supplements contain the owner obligations commonly referred to as the “deed restrictions”.

In order to administer the terms of the above referenced documents initially and long after development is complete, Cinco Ranch Residential Association II, Inc. was created. CRRA2 is a Texas non-profit corporation created with a Certificate of Formation filed with the Texas Secretary of States Office. The Certificate sets forth the general purpose of the corporation.

CRRA2 also has By-Laws which provide the operation rules for the Association and deal with organizational structure, meetings, elections, responsibilities and authorities. Finally, the By-Laws allow the Board of Directors to establish additional, detailed policies and procedures for the smooth operation of the Association. There are many of these which cover a variety of issues from delinquent collections to home improvements.

The above governing documents and Texas law give the Board of Directors the authority to establish policies, procedures, rules, regulations, guidelines and standards. These items typically expand, supplement and clarify owner and Association obligations or responsibilities under the governing documents. For example, initial Design Guidelines have been established for the construction of swimming pools, covered decks, exterior lighting and several other common home improvements. The management contract contains the Association’s Standard Collections Procedure. Each swimming pool will have Pool Rules posted.

Design Review

Fence Sealing/Staining
Fence stain in Cinco Ranch Residential Association is not allowed. However the Board made a decision to allow Non-Pigmented fence sealant. No staining, painting or varnishing of fences is allowed.

This allows for a homeowner to place a clear sealant on the fence to protect the fence from fading and make the fence last longer. An application for this improvement must be submitted before the fence has a sealant applied to ensure that the sealant meets the guidelines for the community.

There are some deceptive products on the market that claim to be a clear sealant however if they have the word "Natural" or "Cedar" they are not a 100 % clear sealant.

Thompson clear water seal is an acceptable sealant. Additional products which can be used are being reviewed and will be added to the website once approved.

Cinco Ranch Southwest has recreation centers, parks, trails and natural areas. There are two recreation centers which include a clubhouse, meeting space, swimming pools, tennis courts and play equipment. The third recreation center is set to open in 2012. In addition, smaller parks and playgrounds are spread throughout the community all connected by sidewalks.

Residents can access all facilities with an access card provided by the Association. To receive access cards, residents must complete a registration form available on this website. One cards is provided to each owner for free. Additional or replacement cards are $25 each. A family may have up to four activated cards at any time.

The Lake House

This is the community clubhouse with 5 meeting spaces that can be combined or used separately.  The Lake House has 120 chairs. Rentals are handled by onsite staff at 281-394-7195. Extension  7000 should be contacted in regards to facility rentals.

This is the main pool facility with a main pool, wading pool, splash pad and a large double tube slide.  The pool is only open when lifeguards are on duty during posted pool hours (closed Mondays).  Users must have an access card to enter.  Guests are allowed.  Pool rentals and swim lessons are coordinated through the pool management company, Houston Recreation Management, at  (713)932-7665.  Pool rentals and lessons are only allowed outside of normal pool hours.

Pool opens Memorial Day weekend , once school is out the pool will be open all week with the exception of Mondays the pool is closed for cleaning . Once school is back in session we will be open weekends only through september.

Pool Hours: Tuesday - Thursday 10:00 a.m. - 8:00 p.m. Friday - Saturday 10:00 a.m. - 9:00 p.m. Sunday 12:00 p.m. - 8:00 p.m.

This pool is has eight 25 meter lanes and two 1 meter diving boards.  From May through July, it is used outside of normal pool hours by the Cinco Ranch Southwest Swim Team for practices and swim meets.  The pool is only open when lifeguards are on duty during posted pool hours (closed Wednesdays).  Users must have an access card to enter.  Guests are allowed.  Pool rentals and swim lessons are coordinated through the pool management company, Houston Recreation Management, at  (713)932-7665.  Pool rentals and lessons are only allowed outside of normal pool hours.

Cinco I Recreational Facilities
Cinco I Recreational Facilities Through 12/31/2014, the Cinco I and Cinco II associations have agreed to share community recreation facilities.  Residents from both associations can use facilities in either association with the common access cards obtained from their own association.   Note that clubhouses, pools and tennis courts are limited access (i.e. they require an access card to use the facility) but parks, playgrounds, greenbelts and lakes are open to the general public.  The Cinco I limited access facilities are listed below:

Mosquito Fogging
Mosquito Fogging The Cinco Ranch Residential Association II has a contract with a pest control company to do once a week mosquito fogging within the community. This fogging program is in place from the first of April to the end of October each year. 

Streetlights
Streetlights

Streetlighting in the community is paid through your annual assessments and the lights are maintained by CenterPoint Energy. They do not do routine inspections of the lights so the only way to make sure a light is repaired is to contact CenterPoint. You’ll need the 6 digit pole shown on the pole and the approximate address or intersection. Call them at 713-207-2222 or click here to report the outage online. Online reporting is very easy. 

Trash Service
Trash Service New homeowners need to call Best Trash and request a trash/recycle bin be delivered to their house and start service with them. The trash pick up days are Tuesday (trash and recycle) and Friday (trash and heavy pick up). Trash should not be placed out for pick up unitl 6:00 pm the night before scheduled service.

Best Trash will provide each current residence with one recycling bin.  Best Trash will replace any bins that are defective or otherwise become unusable due to normal wear and tear.  Theft, lost or additional bins can be replaced at $9.00 each by calling Best Trash.  The charge will be added to your next water bill.

Holidays:  If your regular pick-up falls on a holiday (New Year’s Day, Memorial Day, July 4th - Independence Day, Labor Day, Thanksgiving Day, and Christmas Day), the pick-up will be made on the next regular scheduled pick-up day.  If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day.

The majority of Cinco Ranch is covered under Fulshear Fire Department - however, Northwest and portions of the far right side of Cinco SW (close to the corners of Cinco Ranch Blvd & Spring Green) are covered under Willowfork Fire Department. Due to the fact that Cinco is still a growing community, this map coverage changes regularly.

If a homeowner would like to know which district they specifically fall under, they may go to www.fbcad.org & go to address search. Once they type their STREET NAME - they will be able to click on the blue link to their propety. Under the ESD Code (emergency services district) they will know what category they fall under
