Why are we conducting this survey?
As part of our ongoing efforts to improve the community, the CCVPOA Board recently discussed proposed changes regarding the perimeter fence, and we are seeking your additional feedback before moving forward. Below is a summary of the key points outlined in the memo presented to the Board:
Current Responsibility for Perimeter Fence Maintenance:
Currently, the responsibility for maintaining and repairing the perimeter fence lies with individual property owners. The Declaration does not specify that the CCVPOA is responsible for the fence, which has led to challenges with maintaining its condition, especially in areas where wildlife, including Black Bucks, could escape.
Proposed Changes:
Transfer of Responsibility: The Board is requesting that the Developer amend the Governing Documents to formally assign responsibility for perimeter fence maintenance and repairs to the CCVPOA. This would allow the Association to address the maintenance needs more effectively.
Fencing Replacement: The Board proposes replacing the existing perimeter fence with new fencing, potentially including high-game fencing, to ensure community security and prevent the Black Buck population from escaping. The Black Bucks are essential to our 1D1 Agricultural exemptions, and it is vital that they are kept within the property’s boundaries.
Black Buck Population & County Requirements: The original herd of Black Bucks consisted of 132 animals. Currently, the population is down to approximately 55-60 Black Bucks. To maintain our agricultural exemption, Kerr County requires a minimum of 172 Black Bucks. We are working with Annie Edenfield at the County Appraiser’s Office to ensure compliance as we rebuild the herd. The perimeter fencing is a critical element in maintaining the agricultural exemption, as it prevents the Black Bucks from escaping and ensures that the herd remains intact.
Community Feedback: During the recent Board meeting, members who were present overwhelmingly supported the Board and Attorney’s position to pursue the Developer’s amendment to the Governing Documents and the Association’s responsibility for the fence replacement. However, we would like to hear from more community members to ensure that all voices are considered before moving forward.
