May 2013 News

Yard of the Month
The Beautification Committee has awarded Yard of the Month for May 2013 to the Randle Family on Timber Path. The neatly kept yard was complimented by numerous varieties of plants and potted materials.

The yard was well balanced with shrubs and plantings to add an attractive visual appearance.

2013 Pool Pass
Timber Forest HOA will issue pool passes to eligible residents and homeowners on May 11th and May 18th at the pool from 1P.M. till 3 P.M. 

There will be no charge for passes obtained at the pool.  Passes will also be available at CIA Offices on Tuesdays and Thursdays from 4P.M. till 7P.M.

Proof of residency is required.

Timber Forest HOA Annual Meeting Report

The 20th annual meeting of the Timber Forest Homeowners Association was held on October 25, 2012.  The meeting was called to order by President Judy Kirby with Vice President Nick Wittry and Ron McCuen, Treasurer present along with manager representatives Colline Chavera and Brenda Alverez.

Homeowners attending the meeting were welcomed and introductions made.  The first order of business was to highlight the activities and work done in 2012 and outline the goals for 2013. 

President Kirby briefly outlined the work of the board in reviewing management company evaluations and the Board approved the Management Company Due Diligience Report for publication.

Projects & Work Completed in 2012

  • Replaster and repair of pool
  • Repaint of metal fence around pool
  • Repair of play equipment & added fall protection
  • Lettering and repair of Will Clayton monuments
  • Upgrade of irrigation at park
  • Acquire additional picnic tables for park
  • Upgrade of park & pool lighting (safety & security)
  • Removal of dead/diseased trees in park
  • Rebid and replace grounds maintenance contractor
  • Develop and write Policies and Procedures required by Texas Laws

Community Activities in 2012

  • 5th annual end of school pool party for neighborhood children
  • National Night Out gathering in park
  • Spring and Fall neighborhood garage sales held
  • 5 homeowners selected for Yard of the Month
  • Young Volunteer of the Year selected & recognized
  • TFHOA volunteers recognized for contributions

Board Member Election

The end of Mr. Ron McCuen’s three year term was 2012.  The election results produced a new board member Mr. Jonathan Webb.  Ron has served the community well as a contributing member of the board over the past three years. 

 Goals and Objectives for Year

  • Perform an analysis of security needs and potential corrective actions
  • Continue the multi-year plan for landscape improvements and tree replacement
  • Continue work to reduce costs and improve service within HOA scope
  • Evaluate collections and recovery procedures and methods
  • Evaluate Deed Restriction Inspection and Reporting methods
  • Continue community activities (see above)

Financial Health

Financially Timber Forest HOA has come from a very weak financial position in 2009 to stability for the start of 2013.  Our income statement indicates we should have a small end of the year surplus which will go into our rainy day fund replacement accounts.  However, the Board of Directors discovered we had unknown deferred legal expenses that potentially can become liabilities for the HOA.  Therefore, even with stable financial account the Board determined that a 2.4% inflation increase in maintenance fees would be prudent in 2013.

Looking forward, the board does not anticipate maintenance fee increases will be necessary in 2013.   The financials were distributed at the meeting.

Management Company Due Diligence Report
In July, the Board of Directors was notified that our community manager at CIA Services would be retiring at the end of the year.   The board believed that it would be appropriate to conduct a due diligence study of not only CIA Services, but also other management companies that provide management and administrative services to home owner associations in the Harris County area.

The board reviewed information from numerous companies.  We then narrowed the field by eliminating those who had not provided management services to single family neighborhoods in the past or those who were not taking on additional HOA’s at the present time.  We ended up with five companies including CIA. 

At this point we conducted screening interviews with each company.  Fourteen written selection criteria were used to evaluate each screening interview.  The final decision to go with a new company came down to the following:

  • They must have prior positive experience with single family homeowner neighborhoods
  • They must at least provide the same level of service as we currently have with CIA
  • They must have the systems and people necessary, and
  • They must be competitively priced.

The board had gotten to the decision point with the final candidate company when we began review the written contract offering.  That is when the board noted numerous conflicts between what we had been told in the interview and what were written in the contract.  The seemingly good price and services disappeared in the twenty-two pages of legal wording. 

At this point, the board had scoured all the available companies.  Not finding a suitable replacement we determined that staying with CIA was the best course of action.  This decision was contingent on CIA Services being willing to hear our list of deficiencies and improvements the board thought would be beneficial to both of our organizations.  The Board of Directors then met with CIA management and had discussions of issues that our neighbors had brought to our attention.  In these discussions both learned new issues that can be resolved by us working together.  Therefore the board has decided to continue with CIA Services as our management company.

National Night Out

National Night Out
Timber Forest HOA sponsored the second annual “Night Out” get together in the park on October 2, 2012.  The purpose of the event was to provide an opportunity for neighbors to get better acquainted with each other and the volunteers of Timber Forest.

Getting to know each other better provides the opportunity for neighbors to help each other protect the neighborhood.  People do this by informing their neighbors when they will be away, by watching out for and reporting suspicious activity and by preplanning for emergencies.  Individuals maintaining awareness and reporting activity out of the norm to responsible public safety officials is the focus of a community watch program.

While everyone had a great time at Night Out it is difficult for many to get home from work, prepare a meal and get homework completed and still go to Night Out.  The board is evaluating a possible change to holding Night Out on a Saturday afternoon in 2013 to make it more accessible. Your ideas and suggestions will only make it better in the future.

6th Annual End of School Pool Party
